Is the Canadian Government to blame for high crime rates in Northern Territories?

                     In the last 17 years;1999-2016, crime statistics data collected from CANSIM shows that Nunavut and the Northwest Territories have had the highest rates of property and violent crime violations. In both offenses, Nunavut and the Northwest Territoires almost always precede the national average, but to be fair, their small population sizes magnify their statistics. Despite these statistics being magnified, according to Nunavut's Crime Prevention Strategy , there are still a number of contributing factors, like substance abuse that can be linked to crime-related behaviors. Additionally, lack of employment, housing issues, and educational issues are contributing to high crime statistics in these northern territories.
